基层政府“控制-自主”式创新模式研究——以S省D区数字政府改革为例

摘　　要：政府创新是创新型国家建设的重要组成部分,是提升政府治理能力的重要途径,直接关系到国家治理体系与治理能力现代化目标的实现。所谓“控制-自主”式创新,是指在基层政府创新过程中,上级掌握着创新的目标、标准、领域,基层政府在上级的总体掌控下可以自主开展创新的一种创新行为模式。“控制-自主”式创新既不是严格的顶层设计,又不是放任自由的自主探索,而是居于二者的中间形态。同时,它又不局限于简单的“请示授权”,而更为深刻地展现了基层政府创新的复杂过程。“控制-自主”式创新的鲜明特征是纵向政府间的互动。“控制-自主”式创新模式既能发挥上级(高层级政府)的积极性,又能激发下级(地方、基层政府)的积极性,既有助于强化上级的顶层设计、统筹谋划功能,又能够赋予下级自主性,保持地方活力,更好地推进中国式现代化。Government innovation is an essential component of building an innovative country and a crucial means to enhance the governance capacity of the government.It directly relates to the realization of the modernization goals of the national governance system and governance capacity.The so-called"Control-Autonomy"innovation refers to a mode of innovative behavior in the process of grass-roots government innovation,where the higher-level government holds the goals,standards,and scope of innovation,and the grass-roots government can autonomously carry out innovation under the overall control of the higher-level government.The"Control-Autonomy"innovation is neither strictly a top-level design nor a laissez-faire autonomous exploration;rather,it represents an inter⁃mediate form between the two.Moreover,it is not limited to a simple"request for authorization"but more profoundly demonstrates the complex process of innovation in grass-roots government.The distinctive feature of the"Control-Autonomy"innovation is the vertical interaction between governments.This model can harness the enthusiasm of the higher-level government and stimulate the initiative of the lower-level government(local and grass-roots governments).It is conducive to strengthening the top-level design of the higher-level government,coordinating and planning functions,while also endowing autonomy to the lower-level government,maintaining local vitality,and better advancing the Chinese-style modernization.
