摘　　要：如何在数字时代创新社会治理,着力实现社会秩序与活力的有机统一,是当下面临的重要理论和现实问题。本文尝试在社会发展的视域下进行考察并做初步的探索与思考。文章首先勾勒了数字社会的多重印象;然后梳理和解析了数字社会“场景化”“散众化”“缩时化”“异步化”四种典型的异质特征及其隐含的治理风险与挑战;最后,借助群落生态学的理解,分别从数字社群演替的视角、结构功能协同共变的路径、多主体互惠共生的可能性等几个方面,探讨了在数字时代创新社会治理的可能性。本文强调,无论数字技术如何变革,技术的关联性并不能取代社会的连接性,数字社会治理的核心仍然是如何组织社会,治理的目标是如何让数字技术创造更加美好的生活,治理的方向是正视异质性并实现共生性。How to innovate social governance in the digital era and emphasizing on the organic unity of social order and vitality is an important theoretical and practical issue at the moment.This paper tries to inspect and make preliminary exploration and contemplation in the perspective of social development.The article first outlines the multiple impressions of digital society and then reviews and analyzes the four typical heterogeneous characteristics of digital society,i.e:being“scenario-based”,“scattered popularized”,“time compressed”and“asynchronous”,and its hidden governance risks and challenges.Finally,facilitated by community ecology,the article explores possibility of innovating social governance in the digital age from the perspective of digital community succession,the path of structure and function collaboration,and the possibility of multi-agent mutualism.This paper emphasizes that no matter how digital technology changes,the relevance of technology cannot replace the connectivity of social governance.The core of digital social governance is still on how to organize social governance,the goal is on how to make digital technology to create a better life,and the direction of social governance is to face heterogeneity and achieve coexistence.
