评奖结果可重复检验性和评奖行为科学性研究

摘　　要：提高评奖结果的可重复检验性和评奖行为的科学性,对于推进中国特色科学奖励体系构建意义重大。面对同一批次成果通过两次彼此独立评奖进行评奖结果可重复检验性和评奖行为科学性研究的本应逻辑,缺乏现实性。基于同一批次成果参评不同层级奖励的评奖结果差异,挖掘了一种评奖结果可重复检验性和评奖行为科学性研究的替代逻辑,并相应构建了同奖率、有序率两个测评指标。抽样测评表明,科学奖励评奖结果可重复检验率和评奖行为科学性只有50%左右,很不理想。其深层次原因在于评奖标准客观性不足、评奖方式本质性失真、评奖部门不当性定位等。基于综合被引指数进行同行初评和召集权威专家进行奖励终审的两级评奖改进模式,当有助于评奖结果可重复检验性和评奖行为科学性提高。It is of great significance for building the science award system with Chinese characteristics to improve the reproducibility of awards results and the scientificalness of awards behavior.It is not realistic to check the reproducibility of awards results and the scientificalness of awards behavior according to the original logic of taking twice awards appraisal independently each other for the same batch of research achievements.The study digs out an alternative check logic based on the difference of awards results for the same batch of research achievements participating different levels of awards appraisal.Then,two evaluation indicators of same award rate and same order rate are constructed for the inspection of reproducibility of awards results and scientificalness of awards behavior.Sampling evaluation shows that the reproducibility rate of awards results and the scientificalness degree of awards behavior is only about 50%,which is very unsatisfactory.The deep reasons lie in the lack of objective standard of awards appraisal,the distortion of the nature of appraisal methods and the improper positioning of awards departments and so on.The comprehensive practice model of taking peer review based on the comprehensive citation index for primary election and convening authoritative experts for final judgment is put forwards,which will be value to improve the reproducibility of awards results and the scientificalness of awards behavior.
