脱贫攻坚与乡村振兴有效衔接的多维逻辑、实践样态与未来路向——以广东省为研究现场

摘　　要：在脱贫攻坚目标任务完成后,继续发展乡村、实现共同富裕的首要任务是保证巩固拓展脱贫攻坚成果同乡村振兴的有效衔接。巩固拓展脱贫攻坚成果同乡村振兴有效衔接的过程包含了历史、理论和现实三个维度的实现逻辑,而这种多维逻辑在广东省的政策实践中得到了充分体现。实践表明,广东省积极构建多层次、多维度衔接体系和工作机制,改善了乡村发展环境和基础、脱贫家庭的生计资本和生计能力。目前,巩固拓展脱贫攻坚成果同乡村振兴有效衔接的实践中,在规划顺畅衔接、本土人才与内生能力发展、产业提质增效以及低收入人口帮扶等多方面存在难点。因此,必须从强化规划衔接与城乡统筹、加强人才培育与动能提升、建立健全常态化长效化帮扶制度、强化主导产业培育与科技赋能等方面系统发力,持续促农增收,全力推进巩固拓展脱贫成果同乡村振兴有效衔接和实现共同富裕。After the completion of the battle against poverty,the primary task of continuing to develop rural areas and achieve common prosperity is to ensure the effective connection between consolidating and expanding the fruits of poverty alleviation and rural revitalization strategy.In terms of its realization logic,the process of the effective connection includes three dimensions:history,theory,and reality,which have been fully reflected in the policy practice of Guangdong Province.The practices show that Guangdong Province has actively built a multi-level and multi-dimensional connection system and working mechanism,which has improved the environment and foundation for rural development as well as the livelihood capacity of those out-of-poverty families.At present,there are several difficulties in the process of the effective connection,such as the connection of area development planning,development and activation of local talents,improvement of industrial quality and efficiency,and assistance to low-income people in rural area.Therefore,it is necessary to take some actions,such as put more attention to local development planning,coordinate urban and rural development,strengthen the cultivation and promotion of local talent,make social support system for low-income people more regular and long-term effective,and strengthen the leading industry cultivation and science and technology empowering.In this way,we can continue to promote the farmers'income,realize the effective connection between these two periods and finally achieve common prosperity.
