摘  要:气候变化和人类活动对海洋环境、生物资源分布和丰度及海洋生物多样性产生了不同程度的破坏,生态系统亦由此发生了明显变化,维护海洋环境、保护生物资源和生物多样性、保持生态系统平衡刻不容缓,海洋保护区的建立对解决上述问题具有重要作用。本文对海洋保护区的基本概念、选划和管理准则进行剖析、界定,进而明确区分海洋保护区和海洋资源管理区,以期为未来海洋保护区选划和管理提供基本遵循。The marine environment,distribution and abundance of marine biological resources,and marine biodiversity have been damaged by climate change and human activities in varying degrees,and then marine ecosystem has been changed significantly.It is necessary and urgent to maintain the marine environment,protect the marine biological resources and biodiversity,and maintain the balance of marine ecosystem.The establishments of marine protected areas play an important role in solving the above problems and has made important progress.However,there are many problems in the practice of the concepts,and selection and management of marine protected areas.For example,is the"multi-purpose marine protected area"a marine protected area?Therefore,this paper focuses on analyzing and defining its basic concept,and selection and management criteria,and then clearly distinguishes marine protected areas and marine resources management areas,so that providing basic guidance for future selection and management of marine protected areas.
