摘　　要：本文从实现党和国家长治久安、实现国家治理体系和社会治理能力现代化的角度出发,全面梳理了党的十八大以来习近平新时代中国特色社会主义思想中关于完善社会治理的思想方法论和工作方法论,并结合习近平总书记关于新冠肺炎疫情阻击战的论述,阐述了完善社会治理的指导思想、基本内涵和有效应对社会风险的对策。认真学习和贯彻习近平总书记的这些论述,对于我们当前大力推进新时代中国特色社会主义的伟大事业、指导开展伟大的斗争、有效应对和治理社会发展风险,具有极其重要的现实意义和深远的历史意义。For the long period stability of the party and the state,and the modernization of the national governance system and social govermance capacity,the article have comprehensively combed the ideological methodology and work methodology on improving social governance in the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era after the Eighteenth National Congress of the CPC.Combined General Secretary Xi Jinping's address on the new champion's blocking action over the covid-19,the guiding ideology,basic connotations and effective countermeasures for social risks are also expounded in the article.Conseientiously studying and carrying out these discussions by General Secretary Xi Jinping is of great practical significance and far-reaching historical significance for China to vigorously promote the great cause of socialism with Chinese characteristics,guide the great struggle,and effectively manage the risks of social development.
