水资源治理转型的理论与文献述评

摘　　要：水资源是战略资源,水资源治理是国家治理体系和治理能力现代化的重要内容和具体实践。通过梳理水资源属性与管理、治理模式与制度、治理工具以及治理效果四个层面的理论与相关文献,发现公共价值导向下的水资源治理模式建构,行政机制、市场机制和参与机制的良性互动探索,多元治理工具优化组合以及战略性、体系化的治理绩效管理是水资源治理转型研究的重点和方向。Water resources are strategic resources,and water resources governance is an important content and specific practice of the modernization of national governance systems and governance capabilities. By combing the four levels of theory and related literatures such as water resources attributes and management,governance models and systems,governance tools and governance effects,the thesis finds the construction of water resources governance models under the guidance of public values,the exploration of benign interaction of administrative mechanisms,market mechanisms and participation mechanisms,optimized combination of multi-goverance tools and strategic and systematic governance performance management are the focus and direction of water resources governance transformation research.
