摘 要:知识经济时代,技术(知识)领域已成为全球对外直接投资最活跃的板块。本文在参考国际产权指数(IPRI)的基础上,构建了一个新的体系来衡量知识产权保护制度环境,并采用2007~2017年46个东道国国别面板数据,实证检验了知识产权保护制度环境对母国对外直接投资(OFDI)逆向技术溢出的作用机理。研究发现,东道国知识产权保护制度环境将通过制度环境效应、替代效应有效促进OFDI逆向技术溢出,且两者之间存在倒U形关系;低水平的逆向技术外溢所引起的基础研发投入不足,容易致使母国企业受自身的技术吸收门槛效应制约;当知识产权保护制度环境达到较高水平后,东道国企业或政府会倾向于利用其垄断优势效应来保护本国先进技术,以限制逆向技术溢出。The technology(knowledge)field has become the most active section of global Outward Foreign Direct Investment(OFDI)in the knowledge economy period.Based on the reference to the International Property Rights Index(IPRI),the study constructs a new system to measure the Institutional Environment of Intellectual Property Right Protection.Subsequently,using the panel data of 46 host countries from 2007 to 2017,the author finds that the Institutional Environment of Intellectual Property Right Protection in host countries will have effective effect on Reverse Technology Spillover of OFDI by institutional environment effects and substitution effects,and there is an Inverted-U relationship between them.Insufficient investment in basic research caused by low-level Reverse Technology Spillover of OFDI can easily cause parent country companies to be constrained by their own technical absorption threshold.When the Institutional Environment of Intellectual Property Right Protection reaches a high level,host country governments or companies tends to use their monopolistic advantages to protect the advanced technologies to limit Reverse Technology Spillover.
