农村五保老人分散供养综合型保障体系构建研究——基于山东欠发达县市区的调查研究

摘　　要：分散供养五保老人是农村五保供养的主体。由于农村社会结构以及农民价值观念变革的冲击、供养政策建设及其实施缺陷、社区服务建设滞后以及以居民为主体的社区组织缺失、对农村敬老院以及分散供养老人的部分财产创新利用不足,农村五保分散供养还面临患病老人多且医治困难、照护服务不足以及老人社会关爱少、情绪消极、临终关怀缺失等困境。鉴于此,必须建立以政府为主导、以社区为依托以及以居民参与为主体的分散供养保障体系,主要是完善分散供养经费多元投入以及正常增长机制、建立大病医治以及救助的特殊机制、构建照护服务以及社会关爱服务体系、健全临终关怀服务机制、加强农村五保分散供养工作监管以及老人权利保障等。The decentralized support is the main body of the five-guarantee support in the rural areas.Owing to the impact of the change of the rural social structure and the value of the peasants,the defect of the construction of the policy and its implementation,the lag of community service construction and the lack of the community organization,not enough innovation and utilization for rural homes for the elderly and some of the property of five guarantees for the elderly.The five-guarantee and decentralized support of the rural areas also faces the plight of the sick old people and the difficult medical treatment,the shortage of the care services and the social care of the old people,the negative emotion of the psychology,the lack of hospice care,and the like.For that reason,it is necessary to establish a decentralized support system dominated by the government,based on the community and with the participation of the residents as the main body,mainly to improve the diversified investment of decentralized support funds and the normal growth mechanism,to establish special mechanisms for the treatment and rescue of major diseases,to build care services and social care service systems,to improve the hospice service mechanism,we should strengthen work supervision and the protection of the rights of the elderly.
