摘　　要：本文紧扣常态化疫情防控形势下实现高质量发展、构建新发展格局进程中推动软环境建设、全面深化改革背景下提升治理效能的新要求,阐述质量基础设施在经济社会发展中的重要作用;从战略定位、政策体系、技术基础、社会认知等不同层面,分析现阶段我国质量基础设施建设存在的问题;围绕“讲政治、强监管、促发展、保安全”的工作总思路,提出“十四五”时期构建质量基础设施协同发展生态体系的政策建议,为创新市场监管方式、提升市场监管效能、开创市场监管工作新局面提供了新的思路。This paper focuses on the new requirements of achieving high-quality economic development in the situation of normalized epidemic prevention and control,promoting soft environment construction in the process of creating the new development paradigm,and improving governance efficiency in the context of comprehensively deepening reform,and expounds the important role of quality infrastructure in economic and social development.From the strategic orientation,policy system,technical basis and social cognition,the problems existing in the construction of quality infrastructure in the present stage are analyzed.Based on the general idea of"focusing on politics,strengthening supervision,promoting development and ensuring safety",the paper puts forward the policy suggestion on building an ecosystem for the coordinated development of quality infrastructure during the 14th Five-Year Plan period,which provides new ideas for innovating market supervision methods,improving the efficiency of market supervision and opening up a new situation in market supervision.
