摘　　要：智慧应急是推进应急管理体系和能力现代化的重要途径,智慧应急的发展离不开应急产业的支撑。如何在“智慧应急”时代促进应急产业发展壮大是当前亟待解决的问题。本文基于“智慧应急”的基本构成与应用,分析了“智慧应急”时代应急产业的构成及其发展的内在逻辑,进而归纳了应急产业发展模式,并对其发展规划与路径进行了探讨。研究发现,应急产业包括“内涵式发展”与“外延式发展”两种发展模式;应以智慧应急构成要素为导向对应急产业进行短期规划,应统筹顶层设计和底层培育两方面对应急产业进行长期规划;根据应急产业分类,应急产业具有两条发展路径——“从弱到强”式发展路径与“从0到N”式发展路径。本文不仅可以为应急产业从业者提供参考,还可以为应急产业政策制定者提供借鉴。Intelligent emergency is an important path to modernization of the capacity and system of emergency management,and the developments of emergency industry cannot be divorced from the support of emergency industry.How to promote the development and boom of emergency industry is a problem demanding prompt solution in“intelligent emergency”era.Based on basic constitution and application of intelligent emergency,this paper analyzes the constitution and internal logic of developments of emergency industry,and then summarizes the development patterns of emergency industry and discusses its development plan and path.This paper finds:Emergency industry includes connotative development pattern and extended development pattern;The short-range development plan of emergency industry should be oriented by constitutes of intelligent emergency,and the long-term development plan of emergency industry should be guided by balanced top-level design and bottom cultivation;according to classification of emergency industry,emergency industry has two development paths———“from weakness to strongness”development path and“from 0 to N”development path.This paper not only provides consults for practitioner of emergency industry,but also provides referential value for policy makers for emergency industry.
