平安社区建设评价指标体系构建研究

摘　　要：加强平安社区建设是在“建设更高水平的平安中国”战略背景下维护社会安全与稳定,促进基层治理体系和治理能力现代化的重要举措。为了厘清平安社区在实践中的建设目标与评价体系,本研究基于应急管理生命周期理论与抗逆力理论,构建了包括六个一级指标,十八个二级指标在内的平安社区建设评价指标体系,并利用层次分析法进行分析得到了平安社区建设评价指标的各项权重。研究结果表明,平安社区建设要在“预防为主”的理念下重点加强组织建设与制度建设,并在此基础上提高各项能力。研究结论丰富了新时期平安社区建设的研究成果,为加强平安社区建设提供理论指导。Strengthening the construction of a safe community is an important measure to maintain social security and stability and promote the modernization of the grass-roots governance system and capacity under the background of the strategy of“building a higher-level safe China”.In order to clarify the construction goals and evaluation system of safe community in practice,based on the theory of emergency management life cycle and the theory of resistance,this study builds a safe community construction evaluation index system including 6 first-level indicators and 18 second-level indicators,and uses hierarchical analysis method to analyze the construction of safe community.Set the weights of the evaluation indicators.The research results show that the construction of a safe community should focus on strengthening organizational construction and institutional construction under the concept of“prevention-oriented”,and improve various capabilities on this basis.The research conclusions enrich the research results of the construction of safe community in the new era and provide practical guidance for strengthening the construction of safe community.
