总体国家安全观视角下的产业安全问题:一个产业安全理论综述

摘　　要：本文探讨产业安全理论核心概念、范畴内容的分类界定。按照“总体国家安全观”擘画产业安全理论的一个主要核心原则“产业链、供应链在关键时刻不能掉链子”,基本目标是把握“极端条件下实现正常”“正常条件下应对极端”,主要约束条件是需要不断优化降低相对的制度费用。本文提出以“总体国家安全观”和产业经济学建构产业安全理论,围绕产业安全理论的核心原则、基本目标和主要约束条件,给出三条行动策略,结合四条理论假设,提出了产业安全需要实现正常条件下应对极端、产业安全需要极端条件下实现正常、产业安全理论的动态性三个研究命题。This paper discusses the classification and definition of the core concepts and categories of industrial security theory.According to the “A Holistic Approach to National Security”, one of the main core principles of the industrial security theory is that “The Industrial Chain and Supply Chain Cannot Lose Their Links at Critical Moment”.The basic goal is to grasp the “Realization of Normality Under Extreme Conditions” and “Coping With Extremes Under Normal Conditions”.The main constraint is the need to constantly optimize and reduce the relative institutional costs.This paper proposes to construct an industrial security theory based on the “A Holistic Approach to National Security” and industrial economics.It gives three action strategies around the core principles, basic objectives and main constraints of the industrial security theory.Combining four theoretical assumptions, it puts forward three research propositions: responding to extremes under normal conditions when industrial security needs to be achieved, realizing normality under extreme conditions when industrial security needs to be achieved, and dynamic nature of the industrial security theory.
