摘　　要：在加快构建双循环新发展格局的背景下,全国统一大市场是中国参与主场经济全球化可以凭借的工具、资源和手段,对当前实现稳增长、提效率和促创新的多重战略目标至关重要。文章对新发展格局下建设全国统一大市场的体制障碍、突破路径和政策取向进行了理论剖析。研究发现:中国的要素市场化配置改革自1978年以来经历了四个发展阶段,呈现出改革滞后性,这是全国统一大市场建设中主要的体制障碍。要突破这一障碍,关键在于完善要素产权激励机制,以实现要素的市场化流向与重组,从而化解国内市场的分割性、封闭性、垄断性和无序性。遵循上述思路,加快建立全国统一的要素产权竞争市场应成为当前的政策取向。这就要求对要素产权市场本身的功能进行扩展,且以竞争政策为统领来有效整合国内的要素产权市场,从要素产权保护、要素产权流转、要素产权结构优化、相关法律配套、部署地方试点、成立专门机构等方面,为新发展格局下建设全国统一大市场提供有力支撑。In the context ofaccelerating the construction of the new development pattern in which domestic and foreign markets boost each other,with the domestic market as the mainstay,the unified domestic market is a kind of tool,resource and means that China’s economy can rely on to participate in the globalization of the home market.This paper makes a theoretical analysis of the in stitutional obstacle,breakthrough path and policy trend of establishing a unified domestic market under thenew development pattern.It finds that:First,China’s market-based allocation of factors experiences four development stages since 1978,showing the characteristics of delay in reform,which has become the main institutional obstacle to the construction of unified domestic market.Second,the key path to break through this institutional obstacle is to improve the incentive mechanism for property rights of factors,which helps realizing the market-based flow and reorganization of factors,so as to resolve the fragmentation,closure,monopoly and disorder of the domestic market.Third,following the above ideas,this paper proposes the policy trend of establishing a nationally unified competitive market for factor property rights,that is,to expand the function of the factor property rights market itself,and to effectively integrate the domestic factor property rights market under the leadership of competition policy.Through the protection,transfer and structural optimization of property rights in factors,support of relevant laws,deployment of local pilot programs,and establishment of specialized institutions,the competitive market for factor property rightsplays a strong supporting role for establishingthe unified domestic market under the new development pattern.
