摘  要:《信访工作条例》总结了党长期以来领导和开展信访工作的丰富经验特别是党的十八大以来信访工作制度改革成果,坚持和加强了党对信访工作的全面领导,理顺了信访工作体制机制,为加强和改进新时代信访工作提供了有力制度保障。《信访工作条例》的出台,开创了中国法治化的新思路,开启了中国法治进入党政融合的新征程,实现了信访法治统一性,预示着信访工作公共政策模式将正式起航。The Regulation on Handling Public Complaints and Proposals summarizes the experience of the Party in leading and implementing the work of Public Complaints and Proposals for a long time,especially the reform achievements of the system of Public Complaints and Proposals since the 18th National Congress of the Party.It adheres to and strengthens the Party’s overall leadership over the work of Public Complaints and Proposals.Meanwhile,it also straightens out the system and mechanism of the work of Public Complaints and Proposals,and provides a strong institutional guarantee for strengthening and improving the work of Public Complaints and Proposals in the new era.The promulgation of the Regulations on Public Complaints and Proposals Work has initiated a new idea of China’s rule of law,opened a new journey of China’s rule of law into the integration of the Party and the government.What’s more,it has achieved the unity of the rule of law in Public Complaints and Proposals,indicating that the public policy model for Public Complaints and Proposals work will officially set sail.
