摘　　要：公共服务关乎民生、连接民心,不仅是现代政府的基本职能,还是政府治理国家的重要载体和依托。公共服务体系现代化是践行以人民为中心的发展思想、构建新发展格局和实现共同富裕的必然要求。在新的历史条件下推进公共服务体系现代化,一方面要在科学理解公共服务体系现代化科学内涵的前提下,正确把握我国公共服务发展面临的主要矛盾,以中国式现代化理论为指导,合理区分公共服务的类型,丰富和完善公共服务的内容体系;另一方面,要明确公共服务多元主体的职责及其相互关系,充分发挥政府、社会和市场的作用,建立健全以基本公共服务为基础,以普惠性非基本公共服务为重要内容,多样化、个性化特色鲜明的生活服务为有益补充的现代公共服务制度体系,努力达成政府保基本、社会广泛参与、市场积极活跃、全民共建共享的公共服务体系建设新格局。Public service related to the people’s livelihood and connecting their hearts,is not only the basic function of the modern government,but also an important carrier and basis for governance of the country.The modernization of the public service system is an important part of the modernization of the national governance system.It is an inevitable requirement to implement the people-centered development idea,achieve common prosperity,and build a new development pattern.Promoting the modernization of the public service system should be based on fully understanding its scientific connotation,taking the Chinese modernization theory as the guide,and reasonably distinguishing the types of public service to enrich its contents.Meanwhile,it is necessary to clarity the responsibilities and interrelationships of multiple subjects,and give full play to their roles of government,society and market,so as to establish a modern public service system including basic public services,inclusive non-basic public services,and diversified and personalized life services.It is also necessary to strive to achieve a new pattern of integrated construction of a public service system with basic government guarantees,diversified and wide participation in social organizations and active market,which is co-constructed and shared by all.
