上合组织地区反恐怖机构反恐合作与独联体反恐中心反恐合作对比研究

摘　　要：随着国际局势的发展,恐怖主义成为国际社会共同面临的安全挑战,任何国家都无法独善其身。近年来,国际恐怖势力组织形态已经由集团化、规模化向多中心、扩散化转变。上合组织地区反恐怖机构和独联体反恐中心作为区域反恐机构,无论是创立宗旨、内部结构和运行机制,还是在成员国的反恐立法和反恐演习等方面都有着诸多相似之处。相比较而言,两机构反恐立法完善度不同、优先发展方向不同、主导国家不同以及反恐合作的发展潜力不同,其各有优势。基于此,上合组织地区反恐怖机构在进行反恐合作时应充分发挥主导大国的作用,完善地区反恐怖机构反恐合作的协商机制,明确反恐领域的合作重点,兼顾不同成员国的利益诉求,明确地区反恐怖机构反恐合作的管辖权,进一步加强地区反恐怖机构反恐合作的机制和能力建设。With the development of the international situation,non-traditional security is having a greater impact on global stability,and terrorism has become a common security challenge facing the international community,from which no country can remain immune.In recent years,the organization form of international terrorist forces has changed from collectivized and large-scale to multi-centered and diffuse.The SCO Regional anti-terrorist Organization and the CIS Anti-terrorist Center,as regional anti-terrorist organizations,share many similarities in terms of their founding purpose,internal structure and operational mechanism,as well as the member states’anti-terrorist legislation and anti-terrorist exercises.However,in comparison,the CTC member states have more sound legislation on counter-terrorism cooperation,and the two agencies have different priorities for counter-terrorism cooperation,different leading countries,different development potentials and different anti-terrorism effects.In view of this,regional counter-terrorism institutions should give full play to the role of leading powers in counter-terrorism cooperation,improve the consultation mechanism of regional counter-terrorism institutions,clarify cooperation priorities in counter-terrorism,take into account the interests and demands of different member states,define the jurisdiction of regional counterterrorism institutions,and further improve the mechanism and capacity building of regional counterterrorism institutions.
