农村基本公共服务供给测度和提升策略——以B市农村为例

摘　　要：2020年中央一号文件明确提出,“对标全面建成小康社会加快补上农村基础设施和公共服务短板”。开展农村基本公共服务水平测度研究有利于为补齐相关短板提供科学决策支撑。根据对B市十个区30个村庄的深入调研,构建农村基本公共服务评价指标体系,研究发现B市农村基本公共服务供给在充分性和平衡性方面仍有待加强,农民对“医疗卫生”和“养老”等健康管理服务需求强烈。提出按乡镇经济发展程度,分层次分区域推进基本公共服务项目;推动科技创新要素向农村倾斜,开展农村智慧家庭养老试点工作;优化农村卫生资源配置,强化农村医疗卫生服务队伍建设等对策建议。As early as 2020,the No.1 document of the Central Committee of the Communist Party of China clearly proposed that"benchmark the building of a moderately prosperous society in an all-round way and speed up the filling of the gaps in rural infrastructure and public services".The research on the measurement of rural basic public service level is beneficial to provide scientific decision-making support for making up the relevant shortcomings.Based on in-depth research on 30 villages in ten districts of B city,a rural basic public service evaluation index system is constructed.The results show that the adequacy and balance of the rural basic public service in B city needs to be strengthened,and the farmers have a strong demand for health management services such as medical care and elderly care.The strategies and suggestions proposed in this study include promoting basic public service projects at different levels and regions according to the level of economic development of villages and towns,promoting the scientific and technological innovation elements to the countryside,carrying out the rural smart family elderly care pilot work,and strengthening the construction of rural medical and health service team.
