沈阳加快建设农业新型科技推广体系的对策建议

摘　　要：为实现沈阳农业产业的高质量发展,必须加快建设契合沈阳农业产业发展基础的新型农业科技推广体系。需要突出农业科技的支撑引领作用,推进农业科技与产业转型升级的无缝衔接,切实提高农业科技对现代农业发展的服务能力。首先梳理了沈阳市农业农村局、科学技术局、现代农业研发服务中心、涉农高校院所和企业等农业科技推广主体的主要做法与成效;其次分析了沈阳市农业科技推广体制机制、配套政策、社会服务、供需匹配等方面存在的问题;最后提出沈阳市新型农业科技推广“三二一”政策体系,即强化政府(事业单位)、高校与科研院所、市场化社会化三类农业科技推广主体,提高综合集成、创新供给两方面能力,筑牢政策保障和实施的一个基础,着力形成科学的农业科技服务体系,以期为沈阳市农业科技引领乡村振兴提供参考。In order to realize the high-quality development of agriculture in Shenyang,it is necessary to speed up the construction of a new agricultural science and technology extension system that fits the development foundation of Shenyang’s agricultural industry.We need to highlight the supporting and leading role of agricultural science and technology,promote the seamless connection between agricultural science and technology and industrial transformation and upgrading,and effectively improve the service capacity of agricultural science and technology for the development of modern agriculture.This paper firstly combs the main practices and achievements of agricultural science and technology extension departments such as Shenyang Agricultural and Rural Bureau,Science and Technology Bureau,Modern Agricultural R&D Service Center,agricultural colleges and universities,and enterprises;secondly analyzes the problems in Shenyang’s agricultural science and technology extension system and mechanism,supporting policies,social services,supply and demand matching;lastly puts forward the"three two one"policy system of Shenyang’s new agricultural science and technology promotion,namely,strengthening the government(public institutions)colleges and universities,scientific research institutes,marketoriented and socialized"three"types of agricultural science and technology promotion entities,improving the"two"capabilities of comprehensive integration and innovative supply,building a solid"one"foundation for policy guarantee and implementation,and striving to form a scientific agricultural science and technology service system,in order to provide reference for Shenyang’s agricultural science and technology leading rural revitalization.
