摘  要:当前我国高等院校管理面临诸多挑战,教育教学改革步入“深水区”。高等院校管理制度机制亟待引入科学的管理理念、探索新的管理模式。因此,高等院校将全面质量管理体系中的PDCA循环模式融入二级学院教学管理实践,教学管理的多维诉求是:树立教育质量意识,提升教学管理效率;创新教学管理模式,实现教学闭环管理;注重教学评价总结,创新服务制度设计。以“二级学院教学管理队伍松散”问题为例,分析二级学院教学管理存在的突出问题及其成因:推进“放管服”改革出现瓶颈,民主化教学管理程度低;依旧存在制约教育管理的顽疾,教学制度建设能力不足;提升教学质量存在障碍,质量监控系统运行不畅;教学改革缺乏动力。因此,运用PDCA循环模型制定了具体解决方案:探讨如何执行、检查、总结和处理教学管理问题,旨在完善二级学院教学管理模式,提高教学管理效率,从而提升高等院校教育教学治理能力。Management of colleges and universities is facing many challenges,and the reform of education and teaching has entered the"deep water area".The management mechanism of colleges and universities should introduce scientific management concepts and explore new management models urgently.Therefore,colleges and universities could integrate the PDCA cycle mode in the comprehensive quality management system into the teaching management practice of the secondary colleges.Teaching management in higher education mainly including the following aspect:pay attention to education quality,improve the efficiency of teaching management;innovate the teaching management mode to achieve closed-loop management of teaching,pay attention to teaching evaluation and summary,and innovate service system.Taking the problem of"loose teaching management team of secondary colleges"as an example,we found that the outstanding problems in the teaching management including:a bottleneck in promoting the reform of teaching management,and the degree of democratic teaching management is low;education management is restricted,and the teaching system construction ability is insufficient;there are obstacles to improving teaching quality,and the quality monitoring system is not running smoothly;therefore,specific solutions are formulated using the PDCA cycle model,which include:discover and deal with problems in teaching management,improve the teaching management mode of secondary colleges,improve the teaching management efficiency of secondary colleges,so as to enhance the governance ability of education and teaching in colleges and universities.
