考虑风险偏好的投标报价决策与搭便车行为研究

摘　　要：针对政府或企业对大型项目拆分进行分包采购,可采用单独和组合两种招标形式的实际问题,本研究根据投标人的风险偏好,构建了单独与组合两种招标形式的投标报价决策模型。通过分析并对比两类投标人的均衡报价,研究发现:两类投标人均存在风险规避度越高,其投标均衡报价越低;分包项目协同经济效应越大,组合投标人的均衡报价越低;组合招标中存在局部投标人搭便车行为。搭便车行为将导致招标价格提高,且溢价随分包项目数量的增加而增加。但局部投标人的风险偏好对搭便车行为具有抑制作用。因此,对于大宗产品或工程项目服务,招标人可将其拆分为多个子项目分别进行招标;对于拆分后的子项目,招标人可采用单独招标方式选择承包商;若项目间协同效应较大,招标人可采用组合招标方式并且应尽量增加分包数量。When the government or enterprise subcontracts procurement after splitting large-scale projects,two forms of bidding can be adopted:single or combined bidding.According to the risk preference of the bidders,this research constructs two kinds of bidding quotation models respectively.Analyzed and compared the equilibrium quotations of the two types of bidders,this paper found that:for the two types of bidders,the higher the risk aversion,the lower the bid equilibrium quotation;the greater the synergistic economic effect of sub-package sub-projects,the lower the equilibrium bid price of the combined bidders;a free-riding behavior of local bidders exists in the combined bidding,which leads to an increase in the bidding quotation,and this quotation premium increases with the number of subcontracted projects.However,the risk aversion of local bidders places a negative effect on free-rider behavior.Therefore,for largescale engineering projects,the tenderee can divide the project into multiple sub-projects for bidding separately;for these sub-projects,the tenderee can select contractors through separate bidding;and when there exists significant synergies between projects,the tenderee could adopt a combined bidding method and increase the number of subcontracts.
