摘 要:自实施精准扶贫以来,在众多的选派驻村干部单位中,高等院校选派驻村干部的现实意义是夯实全国脱贫攻坚的全胜基础,推进乡村精准脱贫的组织建设和做好乡村振兴战略的人才储备的中坚力量。作为坚持党的领导的坚强阵地,高等院校是人才、智力和科技的聚集地,高等院校选派干部具有专业技术突出、文化底蕴厚实、人资物力相对充足、政治立场坚定和社会责任感强等绝对优势,是开展扶贫工作和乡村振兴工作体系中的重要力量。高等院校选派驻村干部存在选派单位工作落实不够精准、选派驻村干部考评机制不够科学和对选派干部的激励机制不够完善等主要问题。因此,高等院校驻村干部选用和帮扶工作机制的路径选择上应该建立科学的驻村干部选用体系,强化乡村振兴人才队伍建设;借助高等院校的专业和科研优势,强化选派驻村干部的培养质量;完善选派驻村干部的监督考核制度,切实加强乡村基层党组织建设;优化选派干部的支持保障体系,促成校乡双方的全面交流与合作制度;高等院校发挥好自身特色优势,构建现代科技支撑的农产品营销平台。高等院校驻村干部选派和帮扶工作机制,更好地促进驻村干部的作用发挥,为实施乡村振兴战略提供人才、组织、人才、科技和智力支撑。Since the implementation of targeted poverty alleviation,among the many units selecte the village resident cadre,colleges and universities are taking great practical significance.Colleges and universities are the foundation for the victory of the national poverty alleviation,and an important force to promote the targeted poverty alleviation in rural areas and cultivate talents for the implementation of rural revitalization strategy.As an important organization adhere to the leadership of the Party,colleges and universities are the place gathering talents,intelligence and technology.Colleges and universities take several absolute advantages in selecting village cadres,such as outstanding professional skills,solid cultural heritage,relatively sufficient human resources and material resources,firm political stance,and strong sense of social responsibility.These are important force in the process of poverty alleviation and rural revitalization.There are exsisting some problems in the selection of village resident cadre,such as the inaccurate selection,unscientific evaluation mechanism,and the imperfect incentive mechanism.Therefor,to perfect the selection and supporting mechanism and promte village resident cadre work better,this research put forward the following suggestions:establish a scientific selecting system and strengthen the talent team of rural revitalization;take advantage of the professional and scientific research advantages of colleges and universities to strengthen the quality of selected village resident cadre;improve the supervision system for selected village resident cadre,optimize the support system for selected village resident cadre,and promote comprehensive exchanges and cooperation between the universities and the villages.
