摘　　要：从实验动物生物安全特性出发,分析了目前实验动物和动物实验所面临的潜在生物安全威胁,提出了降低风险的对策建议,简述了动物实验人员应遵守的相关法律法规,阐明了从业人员应该具备的基本条件、应该严格执行的操作规程和必须培养的动物实验的能力,以及开展动物实验必须遵循的福利法规和务必履行的伦理审查制度。Starting from the biological safety characteristics of laboratory animals,this paper analyses the potential biological safety threats faced by laboratory animals and animal experiments at present,puts forward countermeasures and suggestions for reducing risks,briefly describes the relevant laws and regulations that animal laboratory personnel should abide by,and expounds upon the basic conditions that practitioners should possess,the operating rules that should be strictly implemented and the ability of the animal experiments that must be trained.In addition,welfare regulations and ethical review system that must be followed in carrying out animal experiments are also discussed.
