摘　　要：当前数字经济蓬勃发展,数据已成为新质生产力的关键要素,驱动着技术创新、产业升级和经济增长。新质生产力强调的是以信息技术为核心、以数据资源为关键的新一代生产能力,它要求我们重新审视并革新传统的产权观念与制度框架。在此背景下,完善数据产权登记制度不仅是法律体系适应数字时代需求的必然选择,也是促进数据要素市场健康发展、激发数据价值创造潜力的核心环节。首先分析新质生产力背景下完善数据产权登记制度的重要性,之后提出分场景分类型界定数据权属、根据数据流通特征搭建交易平台、优化登记流程与技术支撑、强化数据安全与个人隐私保护等具体完善措施。Amidst the robust development of the digital economy,data has become a pivotal element of new quality productivity,propelling technological innovation,industrial upgrading,and economic growth.New quality productivity underscores the next generation of production capabilities centered around information technology and critical data resources,necessitating a reevaluation and renovation of conventional property rights concepts and institutional frameworks.In this context,the perfection of the data property rights registration system is not only an inevitable choice for legal systems to adapt to the demands of the digital era,but also a core aspect in promoting the healthy development of the data factor market and unleashing the potential for value creation from data.Firstly,this paper analyzed the importance of perfecting the data property rights registration system under the backdrop of new quality productivity,and then proposed specific measures,such as delineating data ownership across different scenarios and types,establishing trading platforms based on the characteristics of data circulation,optimizing registration procedures and technological support,and reinforcing data security and personal privacy protection.
