摘　　要：在推动资源下沉基层的改革背景以及建设共治共享的基层治理格局的双重驱动下,农村社会组织不断探索服务模式创新。本文基于全国农村公共服务典型案例上海市“四堂间”的经验,从公共政策逻辑分析出发,深度剖析农村项目养老服务的创新实践及作为其深层机理的“社会回应”。研究发现,“四堂间”项目的行动逻辑表征为“需求传达”“积极互动”“载体搭建”“自组织要素整合”。该项目通过对公众主体性机制属性、自发性项目运行逻辑、主动性运行过程、整合性自组织结构、助推性政府规范五个要素的联动,重构了项目长效运行的内在机理,解决了养老项目服务链中需求供给错位、不平衡等多种现实问题,为农村养老公共服务的发展提供了另一种可能。Driven by the reform background of promoting the sinking of resources to the grassroots level and the construction of a grassroots governance pattern of co-governance and sharing,rural social organizations continue to explore service model innovation.Based on the experience of the typical case of rural public service in the country—the“Si Tangjian”in Shanghai,starting from the logical analysis of public policy,this paper deeply analyzes the innovative practice of rural project elderly care service and its“social response”as its deep mechanism.The study found that the action logic of the“Si Tangjian”project is characterized by“demand communication”,“active interaction”“carrier construction”and“self-organizing element integration”.The project reconstructs the internal mechanism of the long-term operation of the project through the linkage of five elements:the mechanism attribute of public subjectivity,the logic of spontaneous project operation,the operation process of initiative,the integrated self-organization structure,and the promotion of government norms.It solves various practical problems such as dislocation and imbalance of demand and supply in the service chain of elderly care projects,and provides another possibility for the development of rural elderly care public services.
