摘　　要：随着我国经济发展进入新常态,加快推进能源生产和消费革命,对油气生产企业的发展方式提出了更高的要求。长庆油田已进入实现5 000×10~4 t后新的发展阶段,面对实现低渗透油气田在高产量水平下长期稳产和低油价条件下油气企业效益发展的两大难题,长庆油田以党的十八、十九大精神为指引,以低成本、高效益、可持续为发展目标,以资源为王、产量至上、质量第一、效益优先为基本原则,通过大力推进发展战略、勘探理念、开发模式、科研体系、管控模式、企业形象、党建机制等方面的"七个转型",实现了企业发展态势由快速上产向高效稳产、发展模式由规模速度向质量效益、驱动方式由生产资源驱动向创新驱动的战略转型,探索建立新时期低渗透油气田高质量发展和管理转型的新模式,保障国家能源供应安全,取得了较好的经济和社会效益。Along with Chinese economy stepped into the new normal,the acceleration of energy production and consumption revolution set a higher demand to the development mode of oil and gas production enterprise.PCOC has already entered into the new development phase after achieved 50 million tons oil equivalent.Maintaining long-term stable production at high production level and benefit development of oil and gas enterprise at low oil price situation in low permeability oil and gas field are the two difficulties PCOC facing at present.However,guided by the spirit of the party’s 18th and 19th Congress,aimed at low cost,high efficiency and sustainable development,attached a high priority to resource,production,quality and efficiency,PCOC realized the strategic transformation from rapid production to efficient and stable production in enterprise development trend,from scope and speed to quality and benefit in development mode,from production resources to innovation in driving method by means of promoting transformations of development strategy,exploration idea,exploitation pattern,scientific research system,management mode,enterprise image and party construction mechanism.Also,PCOC established the new pattern of high quality development management transformation in low permeability oil and gas field,secured national energy supply safety and achieved better economic and social benefit.
