摘 要:对建设不当、病险严重、泥沙淤积、功能丧失的小型水库采取降等报废措施很有必要,但长期以来小型水库降等报废情况不理想,现有研究成果大都从技术角度提出降等报废标准、论证方法、案例分析,对影响降等报废行业发展的管理因素和根源问题未做系统深入分析。在对我国水库降等报废现状进行总结的基础上,分析了降等报废经验,剖析了存在的问题和根源,提出了解决对策和建议。认为:认识不到位、程序不规范、善后处置问题复杂、监督管理不到位、政策不协调是影响小型水库降等报废的根源,建议统筹落实降等报废资金、制定强制报废制度、编制技术指导手册、修订《水库降等与报废管理办法(试行)》。It’s necessary to take measures to demote and remove the small-sized reservoir with improper construction,serious,siltation,and loss of function,but for a long time,the demotion and removal of small-sized reservoirs are unsatisfactory,most of the existing research results put forward demotion and removal standards,demonstration methods and case analysis from the technical perspective,but did not make a systematic and in-depth analysis of the management factors and root problems affecting the development of demotion and removal industry.This paper summarizes the current situation of reservoir demotion and removal in China,analyzes the experience of reservoir demotion and removal,analyzes the existing problems and root causes,and puts forward solutions and suggestions.Conclusion:incomprehensive understanding,non-conformance procedure,complicated aftermath disposition,insufficient supervision,and incongruous policy are the root cause of effects of small-sized reservoir demotion and removal,suggested to implement the demotion and removal capital,formulate a compulsory system for demotion and removal,compile a technical instruction manual,revise Management Measure for Reservoir Demotion and Removal(Trial).The research results have theoretical and practical significance for improving the regulations and technical standards of reservoir demotion and removal.
