摘　　要：水利监督作为国家监督体系的重要组成,为促进水利重大政策、决策部署和重点工作的贯彻落实发挥了重要作用。为深入了解各级水利监督工作开展情况,在全国范围内开展广泛调研,总结水利监督工作在体制机制制度建设等方面的进展成效,梳理了监督模式等方面目前存在的主要问题,并从事权划分等角度提出了相关建议,以期为完善水利行业监督体系、提高监督能力提供参考。As an important part of the national supervision system,water conservancy supervision has played an important role in promoting the implementation of major water conservancy policies,decision-making and deployment and key work.In order to deeply understand the implementation of water conservancy supervision at all levels,we carry out extensive research throughout the country,summarize the progress and effectiveness of water conservancy supervision in the construction of system,mechanism and system,sort out the main problems existing in the supervision mode,and put forward relevant suggestions from the perspective of equal division of ownership,which is expected to provide reference for improving the supervision system and improving the supervision ability of water conservancy industry.
