摘　　要：三峡库区作为长江中上游的重要组成部分,其生态地位尤为重要。随着航运业的发展,三峡库区船舶不断向大型化、标准化转变,且船舶数量、吨位逐年递增。与此同时,船舶作为流动污染源,其环境影响问题逐渐引起社会广泛关注。为了进一步加强船舶流动污染源监管,交通运输部相继出台多项政策法规,但在实际监管中依然存在不足,主要原因是缺乏强有力、操作性强的监管手段。文章通过对船舶防污染政策、三峡库区船舶污染排放特征等进行研究,初步建立了内河船舶污染监测指标体系、监测技术体系,并以此为基础构建了以总站、中心站、监测站为框架的三峡库区船舶流动污染源监测网。As an important part of the middle and upper reaches of the Yangtze River,the ecological status of the Three Gorges Reservoir Area is particularly important.With the development of shipping industry,ships in the Three Gorges Reservoir Area are constantly changing to large-scale and standardized,and the number and tonnage of ships are increasing year by year.At the same time,as a mobile pollution source,the environmental impact of ships has gradually aroused widespread concern in the society.In order to further strengthen the supervision of ship mobile pollution sources,the Ministry of Transport has issued a number of policies and regulations,but there are still deficiencies in the actual supervision,mainly due to the lack of strong and operable supervision means.Through the research on the ship pollution prevention policy and the ship pollution emission characteristics in the Three Gorges Reservoir Area,the inland ship pollution monitoring index system and monitoring technology system are preliminarily established,and on this basis,the monitoring network of mobile pollution sources in the Three Gorges Reservoir Area is constructed with the main station,central station and monitoring station.
