摘　　要：稽察发现的问题是指工程建设过程中在设计、施工、建设管理等各阶段及各环节,违反或不满足法律、法规、规章、规范性文件和技术标准、政策性文件等要求,对工程的建设、功能发挥、安全运行等造成影响的问题。分析水利工程建设项目稽察发现的问题成因,研究提出破解问题的对策建议,对于规范水利基本建设行为、确保工程质量具有重要意义。The problems found in the inspection refer to the problems that violate or fail to meet the requirements of laws, regulations, rules, normative documents, technical standards and policy documents in the design, construction, construction management and other stages and links of the project construction process, which affect the construction, function and safe operation of the project. Analyzing the causes of problems found in the inspection of water conservancy construction projects and studying and putting forward countermeasures and suggestions to solve the problems are of great significance to standardize the behavior of water conservancy capital construction and ensure the quality of the project.
