摘　　要：乡镇水利站承担着水利行业发展的基础工作,长期以来,在农村饮水安全、防汛抗旱、农田灌溉、水政执法等工作中发挥了重要的作用,加强乡镇水利站能力建设是深化水利改革发展的一项重要任务。近年来,虽然上下各级对乡镇水利站的建设越来越重视,但仍存在体制不顺、机制不活,条件艰苦、人才难留,专业技术人员少、青黄不接,乡级财政困难等问题。临沂市通过抓好制度建设;坚持三个原则;做到两个结合等六项工作举措,深化乡镇水利站改革发展。文章分析采取的主要做法以及取得的成效,也指出探索中发现的问题,给出了措施建议,以期乡镇水利站焕发新的面貌,为我国水利事业的健康发展做出更大的贡献。Township water conservancy stations undertake the basic work of the development of water conservancy industry.For a long time,they have played an important role in rural drinking water safety,flood control and drought relief,farmland irrigation,water administration and law enforcement,and strengthening the capacity construction of township water conservancy stations is an important task to deepening the water conservancy reform and development.In recent years,although all levels have paid more and more attention to the construction of water conservancy stations in towns and townships,there are still problems such as poor system,poor mechanism,difficult talents,few professional and technical personnel,no green and yellow difficulties,and financial difficulties at the township level.Linyi City through the system construction;adhere to three principles and other six work measures to deepen the reform and development of township water conservancy stations.The article analyzes the main practices and results,also points out the problems found in the exploration,gives measures and suggestions,in order to give township water conservancy stations with a new look and make greater contributions to the healthy development of water conservancy in China.
