北京市南水北调水资源价值评价研究

摘　　要：针对调水工程水资源价值评估缺乏系统性指标体系的问题,为了科学评估调水工程水资源的价值,以北京市南水北调水资源为例,结合专家咨询法、理论分析法和频度分析法,提出构建北京市南水北调水资源多维价值评估的三层递阶结构指标体系,包括生态、环境、社会、经济、政治5个领域的19个分项评估指标。采用层次分析法进行北京市南水北调水资源价值评价,结果表明经济指标中人均可支配收入和国民经济生产总值权重最大,说明南水北调来水对于经济价值的影响最大。同时不可忽视其特色价值——政治价值,南水北调来水带来的政治稳定性和政治意义影响十分深远。水资源的价值评价可以提高水资源"有价"的公众认可度,有助于资源环境市场化政策的实施。Aiming at the problem that the assessment of the water resources value from water transfer project lacks systematic index system,a three-layer hierarchical structural index system,which includes 19 sub-evaluation indexes in five fields,i.e.ecology,environment,society,economy and politics,is proposed herein to be built up in combination with the methods of expert consultation,theoretical analysis and frequency analysis by taking the water resources from the South-to-North Water Transfer Project in Beijing as the study case,so as to scientifically evaluate the value of the water resources from water transfer project.And then,the evaluation on the water resources value from the South-to-North Water Transfer Project in Beijing is made with analytical hierarchy process(AHP),from which it is obtained that the weights of the per capita disposable income and GDP are the largest within the economic indexes.It is indicated that the influence from the incoming water from the South-to-North Water Transfer Project on the economic value is the largest with the most economic benefits.In the evaluation result,the characteristic value-political value cannot be neglected,as the political stability and political significance brought by the South-to-North Water Transfer Project have far-reaching influences.The value evaluation on water resources can enhance the degree of public recognition on the valuability of water resources and then is conducive to the implementation of the market-oriented policies of resources and environment.
