建立澳门证券交易所的制度因应之策研究

摘　　要：《粤港澳大湾区发展规划纲要》明确提出"研究在澳门建立以人民币计价结算的证券市场",为建立澳门证券交易所提供了重要契机。建立澳门证券交易所可以依托内地雄厚的上市公司后备资源和数量庞大的潜在投资者,打造新的人民币离岸中心,推动澳门经济适度多元化可持续发展。本文通过对境外相关证券交易所发展现状的考察,认为在国际化大背景下,从发挥澳门所长、服务国家所需和错位发展的视角以观,建立澳门证券交易所应通过制度创新和制度移植两个维度来考虑具体方案设计的因应之策。The Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area clearly states that to support Macao in developing special financial products and services,study the feasibility of establishing in Macao a securities market denominated and cleared in RMB,which provides an important opportunity for the establishment of the Macao Stock Exchange.The establishment of the Macao Stock Exchange can rely on the mainland’s strong reserve resources of listed companies and a large number of potential investors to create a new RMB offshore center and promote the moderately diversified and sustainable development of Macao’s economy.Based on the investigation of the development status of relevant extraterritorial stock exchanges,this article believes that under the background of internationalization,from the perspective of exploiting the Macao’s advantages to the full,serving the national needs,and dislocation development,the establishment of the Macao Stock Exchange should be through two dimensions,which includes institutional innovation and institutional transplantation,to consider the countermeasures of specific scheme design.
