摘　　要：中国特色社会主义进入新时代意味着民族事务治理也进入了新的历史阶段。新时代的历史方位定位了民族问题研究的维度与视角,新时代民族事务治理的理论方法与概念议题亦随之更新。概念议题的变迁是因为新时代民族事务治理的实际需要,这不是传统的民族国家或现代国家概念所能解释的,中华民族命运共同体的概念应该成为新的理论方法。以此,才能解释新时代民族事务治理的工具选择与政策意蕴。以中华民族命运共同体建构与中华民族共同体意识的培育为概念议题是新时代民族事务治理的主题与方向,其内在含义是以政党为核心的文化政治共同体,以国家统一与民族团结为基础、以发展为关键、以反分裂为底线的中华民族命运共同体。Socialism with Chinese characteristics has entered a new era,which means that the governance of China’s ethnic affairs has entered a new historical stage.The historical orientation of the new era has defined the dimensions and perspectives of the research on national issues,and the theoretical methods and conceptual issues have been updated accordingly.The change of conceptual issues is due to the actual needs of the governance of ethnic affairs in the new era,which can’t be explained by the conception of nation state or modern state,this is why the concept of a community of shared future of Chinese nation should become a new theoretical method.Only by this can we explain the tool selection and policy implications of the governance of ethnic affairs in the new era.The theme and direction of the governance of ethnic affairs in the new era is the construction of the community of shared future of Chinese nation and the cultivation of sense of community for the Chinese nation.Its inherent meaning includes cultural and political community with CPC as leadership core,national reunification and ethnic unity as the foundation,development as the underpinning and the key and anti-secession as the bottom line.
