政府机构改革磨合阶段的组织文化变革与冲突

摘　　要：政府机构改革的磨合阶段是机构改革过程中一个较长时期的组织整合过程。从中心任务看,该阶段以组织文化的变迁为主;从组织行为特征看,该阶段的行政组织对于行政环境诉求的遵从特征突出;从标志性意义看,该阶段与其他阶段显著不同。关注该阶段组织文化的变革与冲突,能够在具有时空坐标约束的条件下,深入讨论机构改革过程。在机构改革的磨合阶段,存在"组织文化变革-资源分配价值取向""组织文化变革-公共政策过程"以及"组织文化变革-组织结构调整"等三大联动效应。三大联动效应几乎引发和规约了本次机构改革中各种类型的组织文化冲突。基于认同、组织、职能等的组织文化整合是降低冲突及运行风险的重要方法。The running-in period of government institutional reform is a long-term organizational and integration process during the institutional reform.With regard to the central task,this period focuses on the transition of the organizational culture;with regard to the feature of organizational behavior,the administrative organization in this period is characterized by a strong obedience to the appeal of administrative environment;with regard to the symbolic meaning,its symbolic meaning is significantly different from that of other period.Paying attention to the change and conflict of organizational culture during this period can,under the condition that it is restricted by the space-time coordinates,discuss the process of institutional reform deeply.During the running-in period of institutional reform,there are three important connected effects such as"the change of organizational culture–the value orientation of resource allocation","the change of organizational culture–the process of public policy"and"the change of organizational culture–the adjustment of organizational structure".The three important connected effects have almost led to and restricted all kinds of organizational culture conflicts in this institutional reform.The integration of organizational culture which is based on the identification,organization and function is an important approach to reduce the conflict and the operational risks.
