数字政府信用视域下信息人的概念框架与权义逻辑

摘　　要：数字政府信息人信用,是关于信息人在数字政府的生态环境中生存与发展的价值和状态的积极判定与理性构想。在数字政府信用视域下探讨信息人的概念框架,并在构建信息人的概念框架的基础上解析信息人的权利及义务逻辑,同时提出信息人信用施用需要满足的三个条件,分别是拥有全社会广参与作基础的信用生态环境,拥有多主体共建设作保障的信息人信用数据,以及拥有丰富的系统性信用分析技术工具。Informational person credit of digital government is a positive judgment and rational conception about the value and state of informational person’s survival and development in the ecological environment of digital government.This paper discusses the conceptual framework of informational person from the perspective of digital government credit,and analyzes the right and obligation’s logic of informational person based on constructing the conceptual framework of informational person.At the same time,it puts forward three requirements for the credit application of informational person:the credit ecological environment based on the wide participation of the whole society,the credit data of informational person supported by multi-agent construction,and the rich systematic credit analysis technology tools.
