摘　　要：高等学校二级学院权力是二级学院在高等教育场域内,通过强制、支配、影响、权威、劝说等手段,有目的地对其组织成员实施影响的能力总和。以高等学校章程为代表的组织合约决定了二级学院的权力构成,高等学校内部的组织运行规则决定了二级学院的权力边界,与高等学校的稳定资源交换决定了二级学院权力时效,其在高等学校中所处的层级、拥有的异质资源要素分别决定了二级学院的权力大小和权力时限。二级学院并不具备高等学校内部所有类型的权力,其权力是一种以政治权力和行政权力为主的组织影响。任何二级学院所具有的权力均发端于高等学校的校级授权,属于国家层面合法、合规的高等学校权力延伸与拓展。The authority of secondary colleges in higher education is the total ability of a secondary college in the field of higher education to purposefully influence its members by means of coercion,domination,influence and persuasion.The organization contract represented by the university constitution determines the composition of the secondary college’s authority,the internal organization operation rules of the university determine the boundary of the secondary college’s authority,and the stable resource exchange with the university determines the prescription of secondary college’s authority.The level and heterogeneous resource elements in the university determine the power size and time limitation of secondary college’s authority.Secondary colleges do not have all kinds of authority in colleges and universities.The authority is a kind of organizational influence dominated by political power and administrative power.The authority of any secondary college originates from the school level authorization of colleges and universities,which belongs to the extension and expansion of the legal and compliant power of colleges and universities at the national level.
