特大型桥梁类PPP项目设计超前策划工作侧重点分析

摘　　要：设计超前策划是从全生命周期的角度出发,利用PPP项目公司的主导地位,采取有计划、有策略的主动措施,超前布局、积极沟通,达到经济效益最大化的目标。G316河谷汉江公路大桥及接线工程PPP项目采用"BOT+政府投资补助"的模式,项目主要工程为全长4701.5m汉江特大桥。对于特大型桥梁类PPP项目,设计阶段决定了整个项目大部分的工程利润,从估算到概算再到预算,设计超前策划工作指标应层层细化,更重要的是要明确设计超前策划工作的侧重点。From the full lifecycle perspective,the advanced design plan takes advantage of the leading position of PPP project company,takes planned and strategic initiative measures,plans ahead and communicates actively to achieve the goal of maximizing economic benefits.G316 Han River Canyon Bridge and the PPP project adopt the mode of"BOT+government investment subsidy".Han River Bridge,which at 4701.5 meters,is the main project.For the extra-large bridge PPP project,the design phase determines most of the project profits.From estimation to budget estimation then to budget,the working indexes of the advanced design plan should be detailed at all levels.More importantly,the emphasis of the advanced design plan should be made clear.
