摘　　要：安全管理作为工程建设管理的重要方面,是项目管理的重要目标。而当前城市工程建设过程中广泛存在着安全事前管理不足和安全责任体系不健全等问题,包括:(1)事前安全管理(资质管理、人员安全诚信管理)等缺乏科学的落实指导;(2)责任体系过于宏观及实施困难,细分不够;(3)责任体系考核实施困难,缺乏系统的责任确定及考核体系。为解决上述问题,本研究引入经济管理领域的负面清单概念,系统分析安全管理中的事前控制内容、安全管理责任关系以及落实要求,构建了城市建设工程安全负面清单体系,提出并分析了该体系框架下的管理模式。本研究为工程建设中各责任主体开展安全管理提供清晰明确有效的依据,促进各责任主体主动落实;期望能为城市建设工程安全管理提供新方法体系的支持。Safety management is an important aspect of urban construction project management.At present,there are many problems in the process of urban engineering construction,such as:(1)lack of scientific implementation guidance in advance safety management(qualification management,personnel safety and integrity management);(2)too macro and implementation difficulties in the responsibility system,not enough subdivision;(3)difficulty in implementation of responsibility system assessment,lack of systematic responsibility confirmation set and assessment system.This study puts forward the concept of safety negative list innovatively.By clarifying the safety management responsibility relationship and prior control system in safety management,it constructs the safety negative list system of urban construction project,which provides clear and effective basis for each responsible subject to carry out safety management in engineering construction,and promotes the active implementation of each responsible subject.It is expected that this study can provide support for the new method system of urban construction project safety management.
