摘　　要：中国时空社会结构的新特征是新时代青少年研究的逻辑起点。通过理论分析与实践调研,发现社区青少年的需求结构呈现“倒金字塔”形态,对美好生活的追求是青少年就业的重要动力,也是当前社区青少年就业/创业服务的发展方向。上海针对社区青少年就业创业的社会服务具有前瞻性,融合了社会工作专业理念,采用了科学务实的工作方法。通过对上海市阳光社区青少年事务中心典型案例的分析,文章提炼了社会服务组织从问题提出、需求评估到方案制定各阶段的实践路径,提出社区青少年就业问题的社会化解决之道:一是在社区青少年工作路径上坚持布局创新、载体创新、管理创新、服务创新和平台创新;二是加强社会组织的内部联动,促进群体智慧的生成;三是优化多服务主体的外部联动机制,以期形成社会工作服务系统、家庭系统、共青团系统和媒介系统的合力,共同回应社区青少年的多维需求。The new features of China’s spatiotemporal social structure serve as the logical starting point for the study of youth in the new era.Through theoretical analysis and practical research,it is found that the hierarchy of needs in community youth presents an inverted pyramid shape,and the pursuit of a better life is an important driving force for youth employment,as well as the current development direction of community youth employment/entrepreneurship services.Shanghai has a forward-looking approach to social services for community youth employment and entrepreneurship,integrating professional social work concepts and adopting scientific and pragmatic working methods.Through the analysis of typical cases from Shanghai Sunshine Community-Youth Affairs Centre,this article extracts the practical path of social service organizations from problem identification,needs assessment to program formulation at different stages.The article proposes a socialized solution to the youth employment issues in communities.Firstly,it suggests innovative approaches in terms of layout,carrier,management and platforms for community youth.Secondly,it emphasizes the needs to enhance internal cooperation among social organizations to foster collective intelligence.Thirdly,it calls for the optimization of external cooperation mechanisms of multiple service bodies in order to form a collaborative effort among social work service systems,family systems,communist youth league systems,and media systems,to jointly respond to the multidimensional needs of community youth.
