摘　　要：社会工作在疫情防控中没有过度借鉴外来理论与知识,而是立足于国情自觉开展本土实践,但不免遭遇了伦理抉择困境。文章运用定性研究方法,与国内参与抗疫服务的20名典型社会工作者进行了深入访谈。研究发现,在此次本土实践中常见的伦理困境有:个人利益与社会责任、公共健康与个人权利、对不同对象的忠诚、有限资源配置的效率与公平;且社会工作的伦理抉择原则有:个人利益与社会责任平等处境、重视整体利益和权威取向。社会工作面临的伦理困境折射出社会工作职业存在的不足,显示在公共危机治理体系中社会工作的功能效用与结构位置之间尚未得到有效结合。为此,文章从危机防控治理体系、社会工作内部关系框架和伦理抉择导向等方面提出了相应建议。Social Work in epidemic prevention and control without excessive reference to foreign theories and knowledge,but based on the national conditions to consciously carry out local practice,but inevitably encountered the dilemma of ethical choice.In this study,we conducted in-depth interviews with 20 typical social workers who participated in the anti-epidemic service in China.The study finds that the common ethical dilemmas in this local practice are:personal interest and social responsibility,public health and individual rights,loyalty to different objects,efficiency and fairness of limited resource allocation;And the ethical choice principles of social work are:the equal situation of personal interests and social responsibility,the importance of the overall interests and authority orientation.The ethical dilemma that social work faces reflects the weakness of social work profession and the lack of effective combination between the functional utility and structural position of social work in the public crisis governance system.To this end,the study from the crisis prevention and control governance system,social work internal relations framework and ethical decision-making guidance and other aspects of the corresponding recommendations.
