外籍犯专管警察英语核心素养体系构建

摘　　要：近年来,外籍人员犯罪数量逐年上升、刑期较长较重的趋势明显。外籍犯大多文化程度不高,外籍犯专管警察语言沟通能力有限,加上语言、文化、价值观存在巨大差异,个人诉求和管教要求难以精准互相传达,给管教工作带来更大压力。鉴于外籍犯管理中以使用英语为主,建立一套完整、规范、有效的外籍犯专管警察英语核心素养体系,对维护监管秩序,提高警察的文化认同度,坚定政治立场,提升文化自信与法律水平具有重要意义。In recent years,the number of crimes committed by foreigners has been increasing gradually with a obvious trend of longer and severer sentences.The poor educational background of these foreign prison inmates and the inapt verbal communicational capability of the police officers in charge of the alien convicts,along with their giant differences in language,culture and values,have made it difficult to accurately convey the personal appeals and the correctional requirements,which has resulted in great pressure on the rehabilitation work.Since English is the major language used in the management of foreign offenders,a complete,standardized and effective system of core English makings for the specializaed police officers is of vital significance in maintaining the order of supervision,increasing the cultural recognition of the police officers,strengthening political stance,enhancing cultural confidence,and improving legal awareness.
