借鉴欧盟经验 创新粤港澳大湾区警察执法培训机制

摘　　要：粤港澳大湾区各项建设的快速推进,在一定程度上可能会给社会治安带来新的问题和挑战,大湾区警察执法合作需要有前瞻评估、全面部署和应对之策。由于"两制"及三地法律制度的差异,大湾区警察执法合作存在一些实际困难。制定、实施和协调大湾区警察执法培训对执法合作有着直接的促进作用。对于多组织、多法律、多行政层级框架下的警察执法培训问题,欧盟从机构设立、组织运行、目标定位、培训形式、开放合作等方面做出了许多探索。粤港澳大湾区与欧盟有相似之处,但也存在明显的差异,创新粤港澳大湾区警察执法培训机制可借鉴欧盟执法培训的做法,但也要植根于粤港澳的具体政治体制、法律制度和历史实践。The rapid development in the Guangdong-Hong Kong-Macao Greater Bay Area may,to a certain extent,bring new problems and challenges to the public security,calling for proactive assessment,comprehensive deployment and effective countermeasures of the policing enforcement collaboration within the Greater Bay Area.Due to the"two systems"and differences in the legal systems of the three regions,there are some practical difficulties in policing enforcement collaboration.The formulation,implementation and coordination of-policing enforcement training in the Greater Bay Area may greattly facilitate the law enforcement collaboration.With regard to policing enforcement training under the framework of multiorganization,multi-law and multi-administration,the European Union has conducted many explorations in terms of institutional establishment,organizational operation,target orientation,training models,and open collaboration.There are both similarities and differences between the Greater Bay Area and the European Union.The innovation of policing enforcement training in the Greater Bay Area can be performed with the EU experience as a reference,but meanwhile,should be rooted in their own political and legal systems as well as historical practice.
