摘　　要：包容性秩序观使得秩序这一概念超越了单纯的稳定性、一致性、可预测性等传统秩序价值的内涵,从而成为一种总体性的、全面性的、平衡性的概念。包容性秩序横跨社会生活各领域、面向国内与国际两个层面的治理、化解各种价值之间的冲突并融为一体。在其中,稳定性、一致性和可预测性与自由、多元、活力相互交融在一起,共同构成了包容性秩序的新内涵。因此,包容性秩序不仅是摆脱了单纯的任意性和不可预测性的秩序,而且是尊重多元和差异、包容多样性、充满活力的自由秩序。The notion of inclusive order makes the concept of order go beyond the connotation of traditional order values such as stability,consistency and predictability,and become an overall,comprehensive and balanced concept.Inclusive order spans all areas of social life,faces governance at both domestic and international levels,and resolves conflicts between various values and integrates them.Among them,stability,consistency and predictability blend with freedom,pluralism and vitality,which together constitute the new connotation of inclusive order.Therefore,inclusive order is not only an order that gets rid of simple arbitrariness and unpredictability,but also a free order that respects diversity and differences,embraces diversity and is full of vitality.
