摘　　要：简要回顾了粤港澳大湾区发展历程,分析了海洋在粤港澳大湾区发展过程中的重要作用。在此基础上,研究了粤港澳大湾区海洋经济总体发展情况和海洋产业结构特征,进而从实际出发提出目前海洋经济在推动大湾区发展过程中仍然存在诸如发展质量有待提升、科技创新短板亟须补齐、合作存在制度障碍等问题。最后提出了加快新旧动能转换、提高科技创新支撑能力、打破合作制度障碍等针对性政策建议。This paper briefly reviews the development process of Guangdong-Hong Kong-Macao Greater Bay Area,and analyzes the important role of the ocean in the development of Great Bay Area.On this basis,the paper studies the overall development of marine economy and the characteristics of marine industrial structure in the Greater Bay Area,and then puts forward that there are still some problems in the process of promoting the development of the Greater Bay Area,such as the quality of development needs to be improved,the shortcomings of scientific and technological innovation need to be supplemented urgently,and there are institutional obstacles in cooperation.Finally,the paper puts forward some targeted policy suggestions,such as accelerating the transformation of old and new kinetic energy,improving the support ability of scientific and technological innovation,and breaking the obstacles of cooperation system.
