整体性视角下的中国社会保险治理

摘　　要：社会保险是现代国家治理体系中的重要组成部分。中国社会保险制度改革和建设取得了重大进展,为社会稳定和经济发展作出了重要贡献,但仍面临一些问题,症结在于治理碎片化。20世纪80年代以来的改革内嵌于经济转型,应急施策、补缺堵漏、财务责任转嫁是改革呈现的基本逻辑。当前,社会保险资源在需求、代际、空间和行动主体等多个维度的配置上还有不合理之处。建议以整体性视角审视中国社会保险问题,更加注重险种间的协调,重视其他风险保障方式的作用,协调好社会保险与其他经济社会政策,加强各行动主体整合;通过优化社会保险体系安排、推进社会保险全员参保、改进制度设计、改善制度运行环境等实现社会保险高质量发展、可持续发展。Social insurance is an important part of the modern national governance system.China has made significant progress in the reform and reconstruction of its social insurance system.The social insurance system has contributed to China’s social stability and economic development,but the system still faces some problems arising from the fragmentation of governance.The reforms since 1980 s were embedded in economic transformation,and thus the reform measures were mainly for dealing with emergencies,f xing loopholes and transferring f nancial responsibility.Currently,social insurance resources are still unreasonably allocated across generations,localities and stakeholders.This article seeks to examine China’s social insurance problems from a holistic perspective,pay more attention to the coordination among dif erent insurance schemes and the role of other methods for risk management,coordinate social insurance with other economic and social policies,and improve the interplay of dif erent stakeholders.To achieve high-quality and sustainable development of social insurance,it is necessary to promote universal social insurance coverage,improve the design of the system and the socio-economic context.
