基层治理的中心工作模式及其长效机制——兼论法治政府建设的路径探索

摘　　要：本文以苏南X区“263”专项整治行动的工作实践经验为依托,考察基层治理的中心工作模式及其长效机制,并探讨这一机制对于法治政府建设的意义。在中心工作模式中,治理者需要先行设定明确的治理目标,然后根据具体的目标对治理体系进行改造,从而充分聚集并高效利用治理资源。中心工作模式能够有效改善整体治理环境,使后续治理工作在更好的基础上展开,并通过激活既有制度和推动制度建设形成长效机制。中心工作模式的长效机制反映了基层治理规范化、制度化的转型趋势,与法治政府的内涵高度契合,可被视为一种法治政府建设路径的探索实践。这一实践构成了“规划—试验”型法治政府建设的雏形,可以成为我国地方和基层法治政府建设的重要参考路径。Based on the work practice of“263”special campaign in X District of Southern Jiangsu,this paper investigates the central work pattern of grassroots.governance and its long-term mechanism,and discusses the significance of this mechanism to the law-based government construction.In the central work pattermn,the administrator needs to set clear governance objectives first,and then transform the governance system according to the specific objectives,so as to fully gather and efficiently use governance resources.The central work pattern can effectively improve the overall governance environment,enable the follow-up govemnance work to be carried out on a better basis,and form a long-term mechanism by activating the existing system and promoting the system construction.The long-term mechanism of the central work pattern reflects the trend of standardized and institutionalized transformation of grassroots governance,which is highly consistent with the connotation of law-based government and can be regarded as an exploration and practice of the construction path of law-based government.This practice constitutes the rudiment of a“planning-experimental”law-based goverment construction and can become an important reference path for the construction of local and primary-level government ruled by law in China.
