摘　　要：坚持和完善人民代表大会制度,应该全面推进依法治国。国家机构的法治化建设是依法治国的应有之义。国家机构作为国家权力运行的载体,对其法治化的思考应从全局把握。从国家机构正确运行国家权力、实现国家权力功能的角度来看,应从国家机构的设置、人员配备、权力划分和运行程序等4个方面进行整体性的思考,对国家机构的法治化进行一种"顶层设计"。To uphold and improve the system of the people’s congress,we should comprehensively promote the rule of law.The rule of law in state institutions is an important part of the rule of law.As a carrier of the operation of state power,state institutions should consider the rule of law from a global perspective.From the perspective of the correct operation of state power by state institutions and the realization of the function of state power,we should consider the overall situation from the four aspects of the establishment of state institutions,staffing,power division and operational pricedures,and conduct a"top-level design"of the rule of law in state institutions.
