全民所有土地资源资产清查方法研究——以湛江市为例

摘　　要：为解决全民所有自然资源家底不清、权责不明,所有权人不到位、职责分散且缺乏统筹等问题,广东省在全省范围内对土地、矿产、森林、草地、湿地和海洋六类资源门类开展了全民所有自然资源资产清查试点工作。全民所有自然资源资产清查是一项全新工作,本文在湛江市2020年度全民所有土地资源资产清查工作的基础上,总结了全民所有土地资源资产清查的内容、技术路线、清查方法,对清查成果进行了分析,提出了工作中存在的问题及建议。In order to solve the problems of unclear family background,unclear rights and responsibilities,lack of ownership,scattered responsibilities and lack of overall planning for all state-owned natural resources,Guangdong Province has carried out a pilot project for the inventory of state-owned natural resource assets in six categories of resources:land,minerals,forests,grasslands,wetlands and oceans.The inventory of state-owned national resource assets is a new work.Based on the inventory of state-owned land resource assets in Zhanjiang in 2020,this article summarizes the contents,technical routes and the inventory methods,analyzes the inventory results,and puts forward the problems and suggestions in the work.
