摘　　要：科技报告是科研活动中科研过程和科研结果的归纳、梳理、总结,是国家基础性的战略资源。科技报告制度建设既能为科研人员开展科学研究提供充足的科学资源,又能为科技管理部门开展项目管理工作提供专业的数据支撑。文章梳理了国家科技报告制度的建设进展,重点论述了政策法规体系、标准规范、组织管理体系、管理流程、收藏管理、知识产权管理,以及奖惩管理等领域的建设现状,阐述了国家科技报告服务系统的建设及开放共享服务现状。我国已基本建成了统一的科技报告呈交、收藏、管理、共享体系,未来仍需广大科研人员通力协作、献言献策,继续完善国家科技报告制度建设。Scientific and technological reports are the induction,ordering and summarization of the scientific research process and scientific research results in scientific research activities,and are the basic strategic resources of the country.The construction of science and technology report system can not only provide sufficient scientific resources for scientific researchers to carry out scientific research,but also provide professional data support for science and technology management departments to carry out project management.This paper discusses the construction progress of the national science and technology reporting system,focuses on the construction status of policies and regulations system,standards and norms,organization and management system,management process,collection management,intellectual property management and reward and punishment management,expounds the construction of national science and technology report service system and its current situation of open and shared service.China has basically established a unified system for the submission,collection,management and sharing of scientific and technological reports.In the future,we still need the full cooperation and suggestions of the majority of scientific researchers to continue to improve the construction of the national scientific and technological reporting system.
